TrueLeap Inc., a U.S.-based knowledge infrastructure company, has signed a binding Protocol of Agreement with the Government of the City of Kinshasa in the Democratic Republic of Congo (DRC) to design, deploy, and operate a province-wide Digital Twin platform for the public education system, marking one of the largest digital modernization initiatives in African education.
The agreement was formally executed by Tshitenga Kabuya Thierry, Provincial Minister of Education, Professional Training, Citizenship, Gender and Family for the City of Kinshasa, and Dr. Sandip Bordoloi, Chief Executive Officer of TrueLeap Inc., alongside local implementation partner Digital Akili Sarl.
The Protocol establishes an initial 10-year term, renewable by mutual agreement, reflecting a long-term commitment to system modernization, institutional capacity building, and data-sovereign digital governance.
The partnership establishes an integrated, real-time digital platform covering all public and accredited schools across the province — serving approximately 6 million learners across more than 10,000 schools and training centers — creating one of the largest unified education data systems in Central Africa.

Designed as a Digital Twin of the education system, the platform will enable provincial leaders to manage enrollment, staffing, infrastructure, and performance with accurate, live data at scale while operating reliably in low-connectivity environments through edge and offline capabilities.

Under the agreement:- TrueLeap Inc. will design, deploy, host, and operate the platform
- The Province will provide institutional support, legal facilitation, and administrative access
- A Joint Steering Committee will oversee implementation and performance
- The protocol carries an initial 10-year term, renewable by mutual agreement
The initiative aligns with the Democratic Republic of Congo’s national strategy to modernize public services through digital transformation, supporting broader efforts to strengthen transparency, planning, and education outcomes nationwide.
TrueLeap’s approach combines learning systems, AI-ready digital infrastructure, and sovereign data architecture, enabling governments to convert knowledge into actionable intelligence while maintaining full ownership and control of their data.
Implementation activities are scheduled to begin immediately following execution of the agreement.
